What happened to FREE markets in London?

Keith Hennessey, a former top economic adviser to President George W. Bush, saw this one coming. He rightly predicted that the Group of 20 would drop a key word from its communique at the conclusion of the London Summit: Free.

Unfortunately the problem is even bigger than just dropping the word “free” before “markets.”  Let’s compare the text of the November G-20 leaders’ declaration and the April G-20 leaders’ declaration.

真是不幸,问题不只是把“市场”前面的那个“自由”给扔掉,问题更大。现在来比较一下11月G20的“巨头宣言”和4月G20的“巨头宣言”的文本。

Here is the key paragraph from the November summit, hosted inWashington by President Bush.  Thanks to President Bush’s negotiators,led by his “Sherpa,” Dan Price, and Treasury Under Secretary for International Affairs Dave McCormick, the following text is incredible.  Last November, I wrote about this paragraph: “Let’s look at some important wins in the actual text of thedeclaration.  Formerly Communist China and Russia (along with all theother participating nations) agreed to the following text.”

布什总统去年11月作为大东道,主持了那个峰会,下面要给出关键段落。感谢布什的谈判者们(人名从略),下面的文本,是难以让人置信的。去年11月,我写了一段话:“让我们来看看这个宣言中落实下的文本之中的最重要胜利吧!前共产主义国家中国和俄国以及其它所有的参与国家,都同意以下的文本。”

We recognize that these reforms will only besuccessful if grounded in a commitment to free market principles,including the rule of law, respect for private property, open trade andinvestment, competitive markets, and efficient, effectively regulatedfinancial systems. These principles are essential to economic growthand prosperity and have lifted millions out of poverty, and havesignificantly raised the global standard of living. Recognizing thenecessity to improve financial sector regulation, we must avoidover-regulation that would hamper economic growth and exacerbate thecontraction of capital flows, including to developing countries.

12.吾人认同:惟有建基于自由市场原则之承诺,包括依法管理、尊重私权、开放贸易与开放投资、竞争市场、及有效率且有效果地管制金融体系,此类诸项改革,方可成功。此种原则之于经济增长、之于财产,为最本质之部分。此种原则,拔数百万人于贫苦。此种原则,显著地增进了全球生活水平。吾人认同增进金融部门管制之必要性。吾等须避开“过度管制”,此种情形,势必阻挠经济增长,势必恶化资本流动之收缩,包括恶化发展中国家之资本流动之收缩。

Let’s parse it a bit:

解读一下:

  1. “… a commitment to free market principles …”:                 自由市场原则之承诺
  2. “… rule of law …”                                               依法管理
  3. “… respect for private property …”                            尊重私权
  4. “… open trade and investment …”                               开放贸易与开放投资
  5. “… competitive markets …”                                      竞争市场
  6. “… and efficient, effectively regulated financial systems.”       有效率且有效果地管理金融市场
  7. “… we must avoid over-regulation that would hamper economic growth and exacerbate the contraction of capital flows …”                              (吾等须避开“过度管制”,此种情形,势必阻挠经济增长,势必恶化资本流动之收缩

Now let’s examine yesterday’s text:

现在,我们来看看昨天的文本:

3.  We start from the belief that prosperity isindivisible; that growth, to be sustained, has to be shared; and thatour global plan for recovery must have at its heart the needs and jobsof hard-working families, not just in developed countries but inemerging markets and the poorest countries of the world too; and mustreflect the interests, not just of today’s population, but of futuregenerations too. We believe that the only sure foundation forsustainable globalisation and rising prosperity for all is an openworld economy based on market principles, effective regulation, andstrong global institutions.

3.吾人信念之始为:繁荣不可分割、增长(若需持续)则须共享;全球复兴方案之核心须为苦力奋斗家庭之需要和工作;全球复兴方案之核心不徒为发达国家而设、亦为新兴市场和最穷国家而设;全球复兴方案须不徒展现当代人之利益,亦当体现未来人之利益。吾人相信:若全体人类欲获得可持续之全球化、及持久之繁荣,其惟一确定之基础,即为“基于市场原则、有效果之监管、及强力之全球机构。

Parsing this new language:

解读这段新用词:

  • “… a commitment to free market principles …” has been replaced by “… based on market principles …”.  Note that the word “free” is nowhere in the document.
       “自由市场原则之承诺”代之以“基于市场原则”。注意:“自由”这个词,在新文件里,消失无影了。
  • “… rule of law …” is nowhere in the document
       新文件中“依法管理”,没有了。
  • “… private property …” is nowhere in the document
       “私权”,没有了。
  • “… open trade and investment …” has been replaced by “… open world economy …”  (This one is fine, I think.)
       “开放贸易与开放投资”,代之以“开放之全球经济”(此一条,我觉得不错)

  • “… competitive markets …” and the word “competitive” are nowhere in the document
      “竞争市场”和“竞争”,在新文件中,没有了。

  • “… efficient, effectively regulated financial systems” has been replaced by “effective regulation, and strong global institutions.”
      “有效率且有效果地管理金融体系”,代之以“有效果之监管,及强力之全球机构。"
  • The over-regulation caution is gone.
       “过度监管”的警示,也没有了。

What makes this so disappointing is that all G-20 nations agreed tothe November text.  It should have been an extremely easy lift fornegotiators from capitalist countries to insist that this leaders’declaration merely repeat what the leaders agreed to last November.

这个新文件,所以如此让人失望,是因为G20的巨头们,都同意了去年11月的那个老文件。如果这些资本主义国家的谈判者,都坚持“让这个新的巨头宣言,就只重复去年11月的那个宣言”,那就是一个太太容易的事情了。

Wednesday I wrote,“In the short run, it is easy to see how a negotiator might give thisup for a more concrete immediate objective.  In the long run, fewthings are as important.”

在星期三,我写道:“在短期内,我们会很容易地看到:为了实现更具体的紧迫目标,谈判者是如何地放弃‘自由’那个词的。长期内,没有什么东西比这个更重要。”
